be supervisor farrell, vice chair will be supervisor mar. third member will be supervisor avalos. the budget committee will be augmented by supervisors breed and wiener. for our city operations and neighborhood services committee, i discussed with a number of you. i plan to introduce a motion to combine our cons committee with public safety to a new neighborhood services and safety committee. i will mention that that is the name we are using is a placeholder. if any of you have better more creative names , we are open to suggestions. the chair will be supervisor campus, vice chair supervisor mar, third member supervisor yee. supervisor kim will share the school committee. for government audit and oversight, chaired by supervisor chu, vice chair supervisor cohen, third member supervisor campos. land-use committee will be chaired by supervisor wiener, by shared by supervisor kim and i would join the member of the third member. rules committee will be chaired by supervisor breed. because we have a budgeting rules committee schedule for this week these assignments are effective this friday t

here today. supervisor kim, thank you supervisor farrell thank you. -- again good afternoon my name is walker b ass.i am so pleased to be here is the nominee for the eastern neighborhood citizens advisory committee. i would like to thank supervisor cohen for her confidence in me and appreciate the chance to be with you to highlight a few of my qualifications. i have been a resident of homeowner in district 10 for seven years, a resident of the bay area for 12 years; like many transplant i have fallen in love with our city and have become an active member of our community by becoming engage in political matters in volunteering my time to support good causes. i worked in the clinton white house for three years working presidential personnel and making recommendations on, yes, political appointment in his administration. i have a decent understanding of the political process and the appointment process to be sure. my career in the bay area has been and is the development primarily in large companies now with ernst & young. i also started a food truck with friends. and i chose local v

in the advisory capacity and that is ellis-o'farrell and 5th and mission. the two other before you today, the board wanted to continue in a lease structure and basically mta's direction to take leadership from the corporation's desire. that is what we did. so we came back to the mta board and advised them of that fact and they endorsed these two leases to continue. understanding the non-profit corporation's board desire to continue. >> was there according to the audit recommendation a cost-benefit analysis that was conducted that informed the commissioners when they made this decision? >> a cost-benefit analysis has been completed, but only from an operational perspective. i think what is missing is the indirect community benefits and the marketion and the relationship side of the house of the nonprofits have with individual businesses. that part of the oversight has not been quantified. and we hope in the coming year, as part of the review of these new leases, that we would look at that and try to quantify that piece. because mta doesn't do any marketing or outreach for the non-profi

, supervisor wiener and mr. farrell are having a conversation instead of listening to the public. various of the other supervisors were talking with each other or texting, i think that is very unfortunate. i think i said last week that i hoped supervisors will pay attention to the public which they presumably serve. i hope that particularly the new supervisors don't get off on this bastard. i see that there is no clock going. if you could correct that for the public it would help particularly when you have an illegal two-minute time limit for the public and yank the plug after two minutes. it is good to honor gay folks but when there is an opportunity for fund raising by folks that have an inside track the same folks concerned about making good pr about gay things don't really care about other things. in the -- heights branch library a gay artist created a mural which was not only allowed destroyed, but some of the folks here actively participated in getting rid of. a bisexual singer on it in that mural wiped out. nothing remains. and multiracial mural that also honored women working g

, supervisor farrell and supervisor avalos. i would like to give a brief overviewhoun it changes things fort taxpayer and how the office of treasurer/tax collector interacted with the public. the ordinance was passed on november 6th. and it does not apply to the 2013 or prior tax years. and just for your information, tax year is january 1 through december 31. and that affects our payroll expense tax, as well as the new grot gross receipts tax. we will be collecting register fees that affect the '13-14 fiscal year. so if gets collected in advance. payroll expense taxes are over a calendar year and they are filed in arrears, although we do make -- we ask that the taxpayers make quarterly payments. so the changes to the gross receipts tax and payroll expense tax that war mandated by the proposition commenced january 1 2014 and the first filing that is affected will be business registration fees are collected on may 31, 2014 and the tax filesing thereafter will be impacted and we'll be providing information specifically about how to fill out your tax forms and such to taxpayers in 2014 to a
